Safely Remove Hardware in Win XP (SP1 or SP2)

I have just resintalled windows XP Pro SP1a onto my computer. The first time i did this i installed SP2 straight away, not really paying attention to much else. Windows was installed on a Sata Western Digi Cavier 80Gb HD. However, in windows i have the option in the system taskbar to safely remove this piece of hardware (my western digital C: drive with windows on it).

It makes no difference if SP2 is installed or not. Why would windows give me an option to remove a harddrive containing windows? its bizarre. secondly, even if you try to remove it it won't let you.

I've just set this system up, going from two IDE ATA drives to one SATA and one IDE ATA drive. so why with sata is this option in windows, and how do i get rid of it. it drives me crazy.
