Safe Mode in Packard Bell

Can anyone help?

My son's Packard Bell PC is continually freezing no matter what I click. Every time it closes down it highlights a program that isn't responding even though it is not showing as running in the background. I cannot access control panel, system restore or anything, to get rid of problem. when I pess the usual F8 for safe mode all I get is option of which drive to boot from. F2 gives me the bios. If I can get the Pc to start in safe mode I should be able to sort it out.

Any suggestions?

Got in re msconfig, disabled a few start up items, but makes no difference, when clicking on any desktop icon nothing happens, and when eenter through start menu the pc freezes, any suggestions would be appreciated.

After nothing worked I had to use their recovery option and reset to factory settings. Wiped all personal data, but nothing of any importance.
