It's the Search box you see when you click the Start Orb or press the Windows key, serves the two functions in one.

go to start/all programs/accessories. you can add it to your start list if you wish by right clicking on an empty part of the start menu, rigth click and scroll down to where you will see a check box. enter a tick and it will appear on your start menu as a listed tool.

right click Start/properties/cusomize/scroll down to run comand and select. Run will now be below help and support in startup window.

Go to Start and Right Click, select Properties> Start Menu Tab> Customise> Scroll down and tick
Run Command
