RTHDCPL.EXE illegal system DLL Relocation

i have just formatted my pc it was running ok for about 24 hrs.....but now when i turn it on it get this message........
The system DLL user.32dll was relocated in memory. The application will not run properly. The relocation occured because the DLL C:\WINDOWS\system32\HHCTRL.OCX occupied an address range reserved for Windows system DLLs. The vendor supplying the DLL should be contacted for a new DLL.
why is this happening? the windows disc i used is brand new
