Rotating picture in Windows Picture and Fax Viewer

I have just installed Windows XP Service Pack 3. When I try to rotate a jpeg picture in the default Windows Picture and Fax Viewer, all I get is a white square superimposed in the existing picture with the arrow and egg-timer showing at the cursor.

Anybody got any idea what may be causing this and how best to cure it?

If I use Adobe Photoshop, I have no problem rotating the picture.

Well, if it helps eliminate anything, I also have SP3 and do not have this problem. Other than that, I'm afraid I'm out of ideas.
