Right Click Prob

My Son's PC is running on XP, however if he right clicks anywhere on the desktop it seems to act as a cancel button stopping anything that is running at the time.
If he right clicks on an icon however he gets the drop down menu as expected.
Can anyone explain this and offer a solution.

If you go to Settings/Control Panel/Mouse have a look at the "button" settings. There are often alternative settings for the various buttons on the mouse, on of them being "close application". You can have the buttons do various things by changing the settings on this menu.

I've followed that route, however there is no option shown for the right button. I can change the primary button from left to right but can not assign actions to either.
