Reluctant Windows Shutdown

I recently installe windows XP on my ageing pentinm II PC which I use for internet access.
Prior to doing so I Fdisked my old in 98 installation which in the main functioned normally (for win 98). But ever since the new installation Windows refuses to shutdown completely and instead show the old "It is now safe to shut down your computer" screen and I have to manually shut the PC down. I have not touched any motherboard jumpers/settings, recently and the bios seems normal. Is there some way of of telling XP to turn itself off. This did not happen when I installed XP on my other PC.
If anyone has any ideas I would be grateful to hear them.

Check your power options in control panel, ie: double-click Power Options.

Is there an APM tab? if so click Enable Advanced Power Management Support
