how do i reformat the hard drive on a laptop so i can update my windows 98se to newer version .

What is the newer version? If Win2k / XP, you can boot with the CD and format as part of the install process. You will need to go into the BIOS and tell it to boot from CD.

When you start the laptop do you see something like

"press F2 to enter setup"?

If not, have a look in the manual for details.

Is there anything in the manual for details of how to enter the BIOS?

If not, post the laptop make and model number and someone may be able to give details.

Try putting the CD in the drive.

Restart machine holding down the C key.

That works with other Toshibas.

turn off the machine

turn on and press F12
