Reformat and connection issues

Before reformatting a HD, I had a laptop and desktop connected through a NETGEAR WGR14 v8, the desktop by hardwire, and the laptop by wireless.
I reformatted the desktop, and now it can't do as much as open the router configuration pages.
On the other hand, the laptop is connected to the wireless just fine.

I've reset to factory settings, unplugged and replugged every last cord at east twice, but I still cannot get the desktop to find the router.

When running ipconfig on the desktop, I get "Windows IP Configuration" or some such title, but no information at all. It doesn't show a 0 or x IP... it shows nothing but the command's title. If there's any other info I can give you to help the problem-solving, just lemme know.
