Recovery to new hard drive

Hi all, my question is this: My laptop hard drive is failing but I can still boot to the recovery partition but cannot install o/s. If I put the original hard drive into an external USB enclosure and a new hard drive into the laptop and boot via USB to the original recovery partition can I then install o/s to the new hard drive?

I have found Macrium Reflect very good at cloning drives. Download it, install it and burn a cd. Boot from cd with new hard drive connected via usb and original drive in laptop. Clone, then swap over and hopefully you will be able to boot from recovery and install OS.
