Recovering hard disk space

We all know [I assume] that when deleting files from the re-cycle bin they are not actually deleted from the disk and remain taking up disk space. Are there any programs that can clean the hard drive of these files. I believe "Cyberscrub" do something like it but I'm not sure that they delete files, only scramble them so they are not recoverable.

Deleted files do NOT use disk space. The only reason for totally cleaning the drive is for security reasons(it's sometimes possible to retrieve deleted files).
