Re-install IE6 on Win98SE

My old computer has Win98SE and is no longer connected to the internet although I still use it for non-internet stuff but need to be able to read my old emails. Somehow Freeserve has bu**ered up my Outlook Express program with an installation routine which pops up whenever I try to access my messages. I don't seem to be able to re-install OE6 without either an internet connection (which I don't want to do or an IE4 disc !!
Is there a way of getting round this problem ? I already tried re-installing Win98 but that didn't do the job. I have the pukka Win98 CD.

Try click here which should repair Outlook Express.

This title should have been Re-install OE6 on Win98SE.
I access my current email with my laptop but I have a LOT of genealogy stuff on the old computer and need to be able to access old emails. I tried deleting OE via the Control Panel but that didn't work. I have also tried removing the Outlook Express folder and using the repair tool for IE6 but that didn't do the job either so I put the folder and its contents back. When I try to access my (stored) emails I no longer get the Freeserve splash screen telling me to connect to the internet but I get the OE6 splash screen and then the following message
