Prolonged Transfer from AOL to Orange

Very long saga but I will be brief:
May 08 - Applied for AOL upgraded free laptop/router/broadband/call package
July 08 - After lot of effort on my part, AOL stil not supplied hardware or broadband so rang to cancel the calls and broadband (which still hadn't been received) - MAC code received from AOL
October 08 - after more than 4 months, despite 4 new MAC codes from AOL, many hours of calls (inc Ofcom and BT), many emails and letters, I still have an AOL tag on the line, preventing any new ISP taking over.
Orange and Ofcom say it must be AOL who remove the tag, but AOL are clearly unable to do this.
Ofcom have said if I make a Cease Request to AOL this should take the equipment off the line, including any tag. This may take a while but then I have already waited a long time!
