program not responding

I use Windows XP and Internet Explorer 6. Often, while surfing, my CPU usage goes up to 100% and Internet Explorer stops responding and I have to close it down. It doesn't happen all the time but I've noticed that some sites never respond. I've reset my internet properties back to default but this hasn't helped. Can any body help please?

I read about this today, the magazine (Webuser) said it is a corrupt temporary internet file found in windows XP. Go to windows explorer click on my computer, then click on HDD(C:)then click WINDOWS and click on TEMP then click on temporary internet files, if there is a file that says index DAT File 16KB and looks like a piece of paper with a window on it, then delete it, when you have done this restart your pc, you should notice a big improvement in IE6. (deleting through internet tools menu doesn't solve the problem)

I forgot to mention that I did this myself today followed by some speed test, which showed a marked improvement.
