Power surge on Hub Port.

A friend has a two week old Dell desktop PC and straight out of the box it has been reporting the following error message even though he only has one USB device attached, a plain mouse that came with set-up.

Power surge on Hub Port.
A USB device has exceeded the power limits of its hub port.
For assistance in solving problem click this message:_
Unknown USB device.
To reenable the port disconnect the hardware and click Reset. If you click Close the port will no longer function.

Following the advice cures the problem, sometime for a few minutes sometime it will be seconds before the message reappears.

Searching the Internet for guidance I read on one forum to disable error reporting but I would rather cure the problem completely.

Has anyone experience of this message and is there a cure?

As always thank you for everyone's response.

It's possible the mouse is faulty - try another one.
