Power supply failure?

Hi

I'm in the process of building my first PC and I have found that the power supply (650W generic) will not power on. It is a brand new power supply so I was wondering if there were any general problems or something that I haven't done (I have pressed the (I/O) button LOL) that may cause the PSU not to start up or is it simpler than that i.e. crap PSU - need to RMA it?

Plugged in?
socket switched on?
lead OK?
switch at rear of PSU?

On switch connected to correct pins on motherboard?
On switch working OK (momentarily short across pins to send switch on signal to PSU)

Motherboard U/S(no signal to PSU)
PSU U/S

Plugged in - yes
Socket - ON
Lead - Works Fine
Switch at rear - ON

I'll have another look at motherboard when I finish work later on, but shouldn't the power supply start on its own e.g. when not connected to anything else??

Looks like I had my power led etc cables on the wrong pins. I didn't realise that the psu wouldn't start as a stand alone unit. DOH! Anyway, all cables now in the correct places and
everything is working fine now - thanks for the advice
