i dowlnoaded a program to check my system temp and settings, and it says the -12V is at -13.5V what does this mean and how can i changed it, to lower it.

Firstly, these monitor programmes only work for a given set of monitor chips (located on the motherboard) so it is important that you are sure you have used the correct programme for your model of motherboard. Another thing to consider is that your BIOS may already have a monitoring utility so you could be able to check the voltages more accurately there.
