A POP3 e-mail account is an account where e-mail messages are recovered from the mail server by a POP3 mail program such as Outlook Express or Mozilla Thunderbird. The Server mail account is almost always provided by your ISP.

Webmail on the other hand is usually accessible directly from the net using a web browser.
