Plus net reconnection fee!

I was with PLus net and had to cancel because i was moving out of my flat (dont have a word to say against them). I couldnt move it to my next place as i did not know where i was going.
anyway, i still have email with them (ie a sort of dormant account).
Out of interest i wanted to know what the process was to reconnect my old account. they said i would have to pay some £65! So i will just open another account for free. why do they charge this fee?

futhermore, the big differences between "premier" and "plus" on plus net are the contention ratios (30:1 as opposed to 50:1, which i dont think is that big of a deal) and the former has a static IP whereas the latter has a dynamic IP. what difference will the latter point have?! if any?

Is the phone line at your new address ADSL enabled?
