photo editing question

I need to enhance some images I downloaded from the WEB.
They are fairly low resolution 220 x 370.
I would like to enhance them up to much higher resolution and if possible and get them to full screen size.
I have pisaca and nero but they don't seem to provide what I need, unless of course I'm missing something.

I have Adobe CS2 and as it states in part of the tutorial you can't put there what is not there to begin with, you can enlarge the image but you will get the MPeg distortion and pixilation. You could try cropping the image and give a resolution of 300 pixels per centimetre.

I don't think it can be done. You can downgrade images but as Diversion says if the info isn't there already you can't just add it out of thin air.
Could be wrong in this but to be honest I don't see how you can do it.
Only suggestion I have is try to get a higher resolution image of whatever it is, if possible.
