PCI IDE controller

I need to get a PCI or PCIe IDE controller that will work on my Vista Home Premium 64 bit system ..... any suggestions ?

I need it to connect an 'old' DVD-Rom and HD used for video transfer.

The motherboard has a floppy connection ( ? ) but no IDE.

..... it had the strange effect of 'removing' my SATA drives so the PC tried to boot from a blank drive.

It worked for the HD when I accidentally set the DVD ROM to cable select but once set to slave the strange effect occurred. Tried every combination possible eg HD slave DVD master, one cable off each connector etc. but still no joy.
