NoIt has onboard graphics, the PCI Express slot will allow you to upgrade to a better graphics card if you wish.Have you run the Vista upgrade advisor program to check if your machine is suitable an which level of Vista is best for it. click here
No, PCI-express is so that you can upgrade your graphics card at a later date,you don't need it to upgrade to Vista.
