PCHealth Scheduler

OS Windows ME.
I have set up scheduled tasks for defragmentation, disk cleanup etc. 1 of the tasks that was a default scheduled task on purchase was PCHealth for Data Collection.

What does it do? (Simple please, not detailed)
How often should I run it?

Most importantly!
Why does it reset itself to every 10 minutes, wiping out all the flags I have set, on reboot?

It is not an option available through Task Wizard, but is there in Scheduled Tasks Folder.

PCHealth is the umbrella term in ME for system Help & Protection of which System Restore is an important component. Regular data snapshots are obviously required for it to function and if you use System Restore[I suppose there must be some people who do],I would think Windows knows best when those inputs are required.I am not a devotee of this imperfect restore mechanism. :o)
