pc wont start

hello i have been given an emachines pc to find out whats wrong with it
Symptoms are-: connect power supply and all other connections as normal. turn on power supply and the cpu fan energises but doesnt spin, the psu fan doesnt spin, no sound from pc and monitor says no input, nothing happens to the pc at all. I have poened it and nothing seems to be burnt out but you never know, i thought maybe psu but the cpu fan does move only momentarily not enough for even a quarter or a cycle.
any suggestions??

my first bet would be psu. They often fail gradually, so the twitching fans don't mean it's working. Do you have another you could hook it up to? Borrow one from a working pc to be sure.

eMachines PSU`s are notorious (IMHO) for failing and blowing the motherboard at the same time. Which model is it?

Swap the PSU first if you can borrow one from a working machine.
