PC won't start up

When i try to start up my PC I get a message saying Windows root>\system32\hal.dll. is missing or corrupt. Please re-instal a copy of above file. My question is Where do i find this file and how do i re-instal it, if i can't start my computer. Please, please somebody help me. TRhanks

Have you tried booting into Safe Mode?

If you can, then you will/should be able to run:

sfc /scannow (note the space)

with your (presumably) XP disk in the drive and let SFC find any missing or corrupt file(s).

To get into Safe Mode the common method is to press F8 soon after booting up and choose it from the menu which appears.

I was going to suggest VoG's advice first, but decided trying Safe Mode was a more simple option.
