PC will not restart

I have a friend who keeps complaining that his computer will not "restart" as opposed to "shut down" and then switch back on again. eg. after installing a programme the usual window comes up which says "You must restart your computer to finish the installation" etc... Having clicked on "Restart" or "OK" the computer shuts down and comes back up again but it only gets as far as the black screen with flashing cursor and it then switches off again and restarts to the same point and then keep repeating. The only way out is to switch the PC off from the power button and reboot. Doing this always comes up with "Safe Mode" and so a "Start, Shut Down, Shut Down" and then a switch back on brings it back to normal. It is a Duron 1300 with 256mb ram and running Win 98SE. He has tried re-installing Win98SE over the top but makes no difference. Anyone got any other ideas please?
