a green led on a mainboard usually signifies the power status, and a flashing light may I suggest, mean an intermittent supply.

If you have tried a new Psu, and still have the same problems, it seems to suggest that there is a fault with the mainboard.
Have you got, or can you get another mobo to try.?

the green light has now gone off so maybe the mobo has died altogether

Think you will find that the green light is for faulty memory

PS it also acts as a warning that you still have power to the MOBO even when it switched of. And if you are installing any hardware the mains plug should be removed.
