PC not starting

Hi Everyone
I am trying to sort out my bro's PC. When you power on the fans kick in and the hard drive makes a sound but then that's it. The power stays on with no hard drive activity and the screen doesn't come on either. I have tried a different screen and graphics card but doesn't make a difference.
All fans are working and I have tested the power supply connections and they seem fine (Molex and P1). I have put the hard drive into my external caddy and accessed it from my working comp and no problems accessing it.
If the comp is left on both hard drive and DVD drive lights come on after a while and stay on but there is no activity from hard drive.
Any ideas? Motherboard?

PSU failed try another PSU.

I have tested the connections from the power supply using multimeter and am getting correct readings for molex connections to DVD and Hard Drive and also for the mother board P1 connector. Would the readings come through if power supply faulty?

Multimeter readings dont prove much on low volts...they may not be there if under load.
Exchanging with a known working bit of hardware is just about foolproof.

It all points toards the psu being at fault as Fruit Bat says. They are cheap and easily installed.
