pc not booting(unmountable boot volume)

good morning all and sorry to be posing a question like this so early.
My brother in law brought his pc round last night in a bit of a flap.
Basically after switching on it says that windows has experienced a problem.It asks if I would like to start in safe mode or normally and the other usual options but whichever one i choose I get the same blue screen stating that another problem has been found...(unmountable boot volume)!!

Does this mean the hard drive is broke or xp needs reinstalling or am I on the wrong wavelength.

My first impression is that the Hard Disk IS the problem. If you can boot up to DOS using the XP CD and see what happens when you type <C:\>. If you get a similar messgae, it means the Hard Disk is not functioning; if the prompts changes to C:\ type <DIR> and see if you get a listing of the files in the directory. If all looks OK, reboot with the XP CD still installed and allow the system to attempt to repair XP.
