PC Not Booting

I just finished building my own PC yesterday. These are the parts that I used...

Biostar Tforce 6100
1024 MB Corsair VS PC3200
AMD Sempron 3400+
Maxtor 40 GB hard drive
IBM Floppy drive
Rosewill case w/ 20 pin 400W PSU

All brand new and ordered from Newegg.com

When I boot up the computer, the fan's start spinning, but there is no system beep or anything like that. The LED indicators show that there is power running through the motherboard, but there is a chipset/cpu error. So I unplugged the whole thing and let it drain overnight. This morning, I started with the bare essentials....CPU, Heatsinks, RAM just to see if it would detect the CPU then, still it didn't. Any ideas on what to do?

chipset/cpu error.

There is a 4 pin plug on the board next to the CPU, do you have this plugged in from the PSU?

is cmos jumper in run postion?

The Sempron 3400+ is brand new cpu and it is possible that your motherboard doesnt support it,

Check for a bios update on a different PC,

Set your bios to failsafe and start from there,

1. the 4-pin plug is plugged in

2. i'll check the cmos jumper and get back ASAP

3. since the Biostar TForce 6100 series is listed as new on the biostar website, they offer no bios updates.

Do you get any POST beeps if you remove all the RAM?

Did you pull the lever back on the cpu socket and slide it back over with the cpu in it?

I get no beeps from the system on startup. I already replaced the CPU and the new CPU did not work.
