PC keeps stuttering/freezing both on desktop AND in games!

I'm experiencing some weird lag and stuttering. This happens both in games and on desktopp. The mouse always stops working for like 1 sec and then comes back to normal. But it does this almost constantly so it's getting really annoying. I'm also confident that the problem isn't in the mouse, because I can notice the stuttering even when I write this, for example: When I'm in the middle of a sentence the text doesn't come instantly to the screen as I type it, the letters appeaar only after thee stutter and usually not quite correctly (it usually adds a letter of completely leaves it out), as you can see here in this sentence. Also, the stuttering can happen in any moment, it'ss not like performance-related (like e.g. in games it can stutter even if I'm experiencing a moment that isnt hard on the PC) I'm still quite confused cause if it's a hardware problem then why does it occur completely randomly? I have ffound nothiing that "triggers" the stuttering, it justt happens all the time, but sommeetimes Ii might have a loongg run with the stutteerinng not occuriing at all.

I'm not sure whether computer specs are important here but here's some:

Other people have had the same problem(s) as yourself, many times. They just describe their symptoms in different words.

Try Taskmanager and see what is using up most of the CPU.If nothing running System idle process should be showing about 97% and that is normal.

Anything else using up a lot of the CPU let us know what.

Try Device Manager and see if there are any yellow exclamation marks beside any of the devices.

Give Malwarebytes a run to see if it finds any problems.

Make sure you have the latest Java and flash updates and remove all of the old ones.

You can always try chkdsk or sfc /scannow to see if they find any problems.

Or maybe some of your drivers needing updated,All depends how old the computer is.

Overheating is one of the frequent causes of freezing and other errors in your HP Laptops. So, if your laptops keeps freezing then the first and the most important thing that you would have to check is whether your fan is working or not. If your fan is not working then you would have to buy a cooler pad for your HP laptop. The cooler pad which sits under your laptop would prevent it from getting overheated.
