PC Bootup Cut Out = HELP BADLY

Right basically whenever I turn my PC on it cuts out after about 10 seconds. All the parts work fine as I have tested them with a curcuit tester.

I turn it on and it powers up, the CDROM light comes on and the Hard Drive spins, all the fans come on, but when the graphics card comes into play and the monitor turns on then the PC turns off.

I have a 400watt PSU, I've tried a 235watt but I know this isn't powerful enough and the same thing happens.

Few days ago I had some green lines appear on the monitor but these went once I restarted. The CPU has no heat damage to it!
ASUS probe detected my setting befores this happened at:

12v - 10.1v
6v - 5.2v
3v 1.9v

The CPU core was 1.70v
CPU temp = 50c
Memory temp = 36c

I think my 400watt PSU is bust!

ASUS A7V333 Motherboard
768mb PC2100 DDR
ATI Radeon 9700 Pro 128mb
20gb Maxtor HD
20gb Fujitsu HD
52X Creative CDROM Drive
12X TEAC CDRW
8X Mat*[email protected]:a DVDROM
Zalman Flower CPU Fan
80mm Case Fan
System Ex Fan

Any ideas anyone or know any sites I can go to? I built the system myself, its my 4rd PC I've built.

I think it might be time to beg, steal or borrow a different monitor, ram and graphics card to try substitution, hopefully these items could then be removed from list of possibilities
