If you pay for something in dollars using paypal do you get ripped of with the exchange rate?

Just bought an item from the usa and as shown ebay supplies the exchange rate.

From amount £18.53 GBP
To amount $28.90 USD
Exchange rate: 1 GBP = 1.55963 USD

As the others have said, wasn't ripped off last week. As there are no bank charges, commission rates etc, I've always found it to be the most cost-effective method of buying from abroad.

On a slightly different tack - if you need to pay anyone (e.g. not ebay) a relatively small foreign currency amount, paypal is reckoned to be one of the most cost effective ways of doing it (contrast with Western Union etc.).
