Outlook/Exchange Viewing other users Calendar

Does anyone know if you can do the following:

The CEO wants to show other users in the company when he is busy/free acording to his Outlook Calendar but he doesn't want them to see what he is doing.

If you go to arrange a meeting with someone you can see when they are busy but not what they are doing. However, if you have permissions to see their Calendar you can see the titles of their appointments. The only obvious way of doing this is to set all the appointments to private but this is not an acceptabel solution.

Any ideas?
