OUTLOOK EXPRESS START UP PROBLEM

I am unable to open Outlook Express and get the following 2 messages:

1.Outlook Express could not be started. The application was unable to initialise the global options manager. Your computer may be out of memory or your disc is full. (0x80004005)

(computer is not our of memory)

2.Outlook Express could not be started because MSOE.DLL could not be initialised. Outlook Express may not be installed correctly.

Help please!!

You don`t give your OS, but the last is Vista specific; the others I believe are XP.
