Outlook Express not embedding sound properly

Normally when you embed a sound into an email (Format, Background, Sound) you are asked for the sound file to embed. If you look at the source code after the operation it will look something like this for continueous looping:

DIV> BR> /DIV> BGSOUND balance=0
src="c:\my files\sounds\sound1.wave" volume=0 loop=infinite>

When you send the email, the operating system looks at the file and embeds the sound file and references it as a cid in the email so the the receiving end can play it. The source code is changed to look something like this:

DIV> BR> /DIV> BGSOUND balance=0
src="cid:[email protected]" volume=0 loop=infinite>

What would cause the computer to send the email without embedding the sound file?

sent and received source code look the same:

DIV> BR> /DIV> BGSOUND balance=0
src="c:\my files\sounds\sound1.wave" volume=0 loop=infinite>
