Outlook Express- managing two ID's

I have IE6 with Win XP Pro.

With outlook Express 6, I have two Identities.

Each time that I want to check my mail, in either of the two identities I go into OE
and then I have to go into -Tools - Send and Receive

Each Time that I want to Send mail I have to do the same thing, is there anyway
around this please?

Is it not possible to set it up so that when I press "Send" it Send and not give me an error message each time, until I go into tools - Send & receive.

The message could not be sent because one of the recipients was rejected by the server. The rejected e-mail address was .... . Subject ....., Account: '......Server: '....., Protocol: SMTP, Server Response: '550 relaying to <.......> prohibited by administrator', Port: 25, Secure(SSL): No, Server Error: 550, Error Number: 0x800CCC79
