Outlook Express as default mail browser

I have a problem where if I select a photo in My Pictures and then select email this file it shrinks the photo, fine, then in spite of Outlook Express being selected as my default mail program, it opens Outlook to send it. I have tried several times in the set program access and defaults program to get Outlook Express as my default program and in fact it says it is, but it still comes up in Outlook.
This has just started to happen, firstly if I wished to send a link from Internet Explorer and now with my email program.
Any idea's gratefully received.

In OE go to Tools; Options; General tab. Click "Make Default" at the bottom right

It is already telling me 'This application is the default mail handler and news handler'
The option to make it the default handler is shaded out.

With what program are you viewing the pictures normally?

Or Set the default E-mail client

* Click Start, Run and type CONTROL INETCPL.CPL
* Select the Programs tab
* From the E-mail dropdown list, choose another mail client and click Apply
* Re-do the procedure and set your preferred email client again

Windows picture and fax viewer.
But it happens if I try to send a link from a web page.
'Send page by email' uses Outlook
'Send link by email' Uses Outlook Express.

Mind you I have no idea if it was always like this from a web page.
All this started from trying to email photo's
