I suspect that it is an IP addressing problem, but it would be necessary to know how they are "networked" and how the IP addresses are allocated. For example, if you previously had no internet involvement in the network and addresses were allocated manually, setting up "Internet Connection Sharing" in your "host" PC could result in there being IP addresses that prevent the PCs from communicating. Similarly, it could have introduced IP addresses that haven't been catered for in firewall software.

The IP addresses used are as such :
My Network Connections > properties shows two connections a) Local Area Connection - The one that connects me to the other computers using IP address 192.168.0.21 and a subnet mask 255.255.255.0. The other computers on my network use the same IP addresses. b)Local Area Connection2 - The one that connects me to the net using IP address 172.16.2.174 , subnet mask 255.255.0.0 and default gateway 172.16.0.1. The 2nd Addresses are provided by my service provider whereas the internal network address are manually configured.
However, it is strange that I can easily access the other machines but they are unable to access me (Message - You do not have permission..... etc etc)

Do you share the internet connection with these other computers and if so, are they able to access the internet?

No, I do not share my internet connection with others. Only File & Print Sharing is ebabled.

If you go to a command prompt (strat-run-cmd) and type IPCONFIG /ALL can you copy and paste here what you see.
