OLD.tmp files

I am tidying up my computer and have found, in the Recycle Bin, 1041 items named OLD***.tmp [the *** are various numbers and letters] These seem to have been created on 25/06/2007 and deleted on 31/07/2007. The original location was C:\WINDOWS\System32\dllcache and they vary in size from 16KB to about 460KB. Will it be safe to delete them from the Recycle bin now. I would have remembered if I had deleted them manually, so could they have ended up there as a result of a programme being deleted perhaps, although I couldn't say if I did that or not.

It's a 'Windows thing' - just delete them.

I do use CCleaner, but tend not to let it clean out the Recycle Bin, always worry that I get rid of something that I might need.
