No Windows screen

Not sure how, but after installing and then uninstalling Counterspy, I cannot get my windows screen. All that now shows after booting is the desktop background (blank) and My Docs folder. I can view the shortcut items by selecting desktop but there is no task bar showing, just the folder and it's contents. I can log onto the net and run programs but what I need to do is to get to system restore. Safe Mode and lasy known config produce same result. Somehow my settings seem to have messed up. Can anyone point me to the Windows Directory and file name that I can run to try and get System Restore to run and thus wind back to when I know all was OK.

Thanks very much. File located, run and all OK again ! My saviour ! Should be Voice of God rather than the original Vxxx old Gxx.
