No Windows Defrag, No Safe Mode access

Neighbour has two problems running XP Home.
1) Selecting Windows defrag produces no reaction except for a flash across the screen.
2) Cannot access Safe mode as previously tapping F8.

Have you tried running chkdsk before trying to defrag ?

System file check; click here

Repair defrag; Unhide hidden folders from Control Panel/Folders, go to Windows/inf, right click dfrg.inf, select Install, reboot when done.

Safe mode ; click here

Have you ran your antivirus/spyware programs?Sometimes a virus can prevent the computer from accessing safe mode.Run your antivirus then try these

If she is not logged on as an administrator she will not be able to access any of the two.Make sure that she is signed in as administrator.

Ignore last one.She would be able to go into safe mode.
