No network neighborhood

I can't see network neighborhood on my desktop. I am running Win98 SE and have tried enabling network neighborhood with Tweakui but to no avail.
If I try 'find' there is no computer only files and folders. I have a router which I can ping OK and a second PC which I can ping OK but can't ping my PC from the other. I can access the router for DSL OK. Am I missing some basic settings??

Do you have a functioning network ? Have you got TCP/IP set up in network properties ?

Yes TCP/IP is set up and I can access the internet over the network via my router but I have no network neighborhood icon so can't see the network but can ping the other PC and router OK
