Take a look in Device Manager for your modem, Properties, check the volume control isn't turned down.

Control Panel>Phone and Modem Options>highlight modem brand name>Modem tab>adjust slider to desired sound level.

Can't see that there's much else you can do apart from Removing the modem and letting Windows reinstall it after a reboot.

Or check for the latest modem driver for your model.

You could try what was possible with Win98 and see if it works as follows...Control Panel..Phone & Modem options..Modems...Properties (bottom right )...opens at General Tab...go to Advanced..at the bottom Extra Initialisation Commands.
Type in ATM0(zero)for no sound....
Type in ATM1 (default) all noise until connection made....
Type in ATM2 noise during use only...
Type in ATM3 no dialling sounds but noise while connection is made...
