Network working but not completely

We have 2 PCs, both connected to a cable modem via a router. Both PCs can access the Internet. First PC can "see" second PC, and can send files to, and receive files from, the second PC.
BUT the second PC cannot see the first PC - it cannot even ping the first PC's IP address.
Any ideas?

XP-XP. The PCs are connected to the router with ethernet cables. In the past the network has worked perfectly. I don't know when it stopped working perfectly, as it is not so often that the second PC tries to look at files on the first. Usually I file-sync from the first PC, which still works.

Although as I said the first PC can send files to and from the Second PC, NEITHER can PING the IP address of the other. I don't understand this.
Any comments would be appreciated.

I have found the solution to my problem. It was in Norton 360. I had set the Network to allow shared files, but in fact it should have been set on both PCs to make the network "Trusted".
