need to start a pc with a file missing ?

hi, need a bit of help, a very long story cut short.. we have tried to upgrade a win95 to win98, been on it all tells us there is a file missing and so can not load, the file being,VMM32.VXD, looked it up and there is a cure by going into sys.ini and putting a ; in front of it, the pc will start in safe mode but the file is not there.i assume because it does not load in safe mode. so we are stuck, any ideas if anything can be done in safe mode.

thank you

Not sure if this will be any easier to follow, it is comprehensive repair and is quite involved.

You could do a re-install windows 98 over the top, or have you tried that.
