That error means "The component store is in an inconsistent state".
If you haven't already done so, click here, read the info, then download and run the correct tool for your version of Windows 7 - for a 32-bit system you need the x86 one and for 64-bit you'll need the x64 one. If you're not sure which one applies then Control Panel- > System -> System Type will tell you.

Some problems don't have a quick 'n' easy fix so that's why I asked for more details about what happened with the tool I suggested. You said you downloaded it but still haven't told me what the outcome was. With more information, such as any messages received, I may be able to suggest something else. I'm not trying to waste your time.
Apologies if you think I'm stating the obvious but you need to download and then run the tool for it to do any good. Some folks aren't aware of that, and because I'm unfamiliar with your level of expertise, it's worth mentioning.
