MySQL problems

I am getting an error notice as follows

My SQL error occured on line 57
Error 1040: too many connections.

This is when I attempt to enter a web site.

Does anyone know what it means and how I can overcome it?

XP sp2.
I have tried 3 browsers IE, firefox and opera, all with same result.

I thought I had a solution but its for Servers not XP - back to looking I think.

I have learned that MySQL relates to servers as you have hinted at, so isn't it a fault with the site administration beyond my control?

Possibly but the problem is the link worked for me which suggests it isn't a server problem if you get what I mean.
The only thing I could find regarding XP and SQL was a mention of some sort of problem with windows firewall but I couldn't see the solution. If you have windows firewall and are using it then I would try another firewall instead in case it is that.
My computer is fully updated but I don't use windows firewall I use the free zone alarm firewall.

Also the error message occurs when I attempt to enter the members area with my user and pass words.Perhaps I should have explained that to start with, sorry.
