my regedit does not work

Hi all

I wanted to do some tweeks in my registry but when i typed the word "regedit" in the RUN box, it came up with this error message.
First the comand prompt box appeared and then this error message.
"16 bit MS-DOS Subsystem
The NTVDM CPU has encountered an illegal instruction
CS:0f3d ip:01 07 OP :of 02 02 46 00
Choose 'close' to terminate application"

The CS:0f3d ip: number changes every time i try it.

I have no idea what has happened.
My system32 folder has also fanished from the system.well i can't find it in the windows explorer.

Can anybody help or shed some light on this.

A quick fix may be to run System File Checker:

Start, Run, 'sfc /scannow', OK.

I typed sfc/scannow and got an error message
"windows cannot find sfc/scannow.

Went through the sfc process and nothing happened after that the problem still remains.

I searched and found two related to a start up error message.nothing on regedit.

I can not carry out the instructions they give on the site.
First solution:The same error comes up when i try to use the cmd prompt.
Second solution:The system32 file is not there to copy over the fles i need to.

I have even formatted the hard drive and reinstalled XP as a solution but no go.
