mss32.dl not found

I am trying to install a program, but when i try to start the install I get a message saying "This application has failed to start because mss32.dl was not found. Reinstalling the application may fix this problem." How do I find mss32.dl? How can I reinstall it when I can't install it in the first place? Can anyone help? Thanks

From a Google search, it appears that mss32.dll is used by Winamp and other sound applications. There are various download sites such as click here. The file should be in the folder C:\WINDOWS\system32
